DEVELOPMENT STRATEGY
of UNESCO Man and Biosphere Program in the Republic of Kazakhstan
for 2011-2021
Overall goal of the activities of Kazakhstan National MAB Committee
Development of the national biosphere reserve’s network in the Republic of Kazakhstan, its integration in the global and regional biosphere reserves’ networks, analysis of the international experience in the development of the specially protected natural territories, as well as research of the problems of biological and ecosystem diversity’s conservation, human and nature interaction and distribution of ecological knowledge in the frames of UNESCO Man and Biosphere Program.
Strategic goals:
1. ESTABLISHMENT OF NATIONAL NETWORK OF BIOSPHERE RESERVES IN THE REPUBLIC OF KAZAKHSTAN
Objectives:
1.1. Prepare changes and additions to the Law of RoK «About specially protected natural territories» and further improvement of nature protective and related legislation in accordance with UNESCO conceptual terms of «biosphere reserve» category.
1.2. Prepare biosphere reserves' nominations for their inclusion in the World List of UNESCO based on the results of various projects of international organizations (GEF, UNDP, WorldBank, WWF, etc.) and institutions under the Government of RoK.
1.3. Organize and conduct scientific research in potential biosphere reserves of RoK.
1.4. Prepare nominations for the inclusion of biosphere reserves in the UNESCO world list of biosphere reserves based on the results of own scientific research.
1.5. Participate in creation of transboundary biosphere reserves on the basis of international agreements and responsibilities of the Government of RoK.
1.6. Develop proposals for creation of transboundary biosphere reserves on the results of own scientific research works.
1.7. Coordinate works conducted by scientific and governmental institutions of RoK, national and international non-governmental organizations in the frames of UNESCo Man and Biosphere Program.
2. MONITORING OF NATIONAL NETWORK OF BIOSPHERE RESERVES IN THE REPUBLIC OF KAZAKHSTAN
Objectives:
2.1. Develop scientific theoretical base for evaluation of the condition and monitoring of national network of biosphere reserves, and their correspondence to the international requirements of UNESCO.
2.2. Develop and approve by the authorized state bodies the monitoring system of the environment and social economic condition of local population in every national biosphere reserve.
2.3. Conduct annual evaluation of the condition of national biosphere reserve network and their correspondence to UNESCO requirements.
2.4. Define the tendencies of network's development and develop recommendations for timely addressing the identified problems and threats.
2.5. Monitor the base of normative legislative acts concerning biosphere reserves and the main categories of SPNA in RoK.
3. INTEGRATION OF THE NATIONAL NETWORK OF BIOSPHERE RESERVES INTO GLOBAL AND REGIONAL UNESCO NETWORKS
Objectives:
3.1. Analyze positive and negative experience of other member states in regional networks of UNESCO biosphere reserves.
3.2. Justify participation and active membership in one of the regional networks of UNESCO biosphere reserves.
3.3. Establish and support work contacts with central office of UNESCO MAB in Paris and UNESCO Cluster Office in Almaty for regional and global work coordination and support of the efforts at the national level to develop the Man and Biosphere Program, as well as taking part in the work of international fora.
3.4. Interact with national MAB committees of other countries to ensure exchange of information, experience and work coordination for MAB Program on regional and global level and carry out collaborative projects.
4. ANALYSIS AND SUMMARIZING OF INTERNATIONAL AND NATIONAL EXPERIENCE IN THEORY AND PRACTICE OF BIOSPHERE RESERVES’ DEVELOPMENT
Objectives:
4.1. Analyze, summarize and monitor other countries’ legislation dedicated to the development of biosphere reserves and other specially protected natural territories.
4.2. Create and update database of the main documents and publications of UNESCO on the development practices for biosphere reserves.
4.3. Create and update database of publications of the WCPA-IUCN and other international organizations (WWF, Conservation Biology, FFI, etc.) on the theory and practice of specially protected natural territories’ development.
5. CONSERVATION OF BIOLOGICAL AND ECOSYSTEM DIVERSITY, STUDY OF INTERACTION OF PEOPLE AND THE BIOSPHERE.
5.1. Develop a system of electronic databases for accounting and monitoring of animal and plant biodiversity of the Republic of Kazakhstan.
5.2. Develop, according to the international standards, the system of the Red List for fauna and flora species in the Republic of Kazakhstan, and its integration in the global IUCN Red List.
5.3. Develop a system of electronic databases for accounting of ecosystem diversity in the Republic of Kazakhstan.
5.4. Evaluate modern condition of background, rare, endemic, relic, endangered and economically valuable species of plants and animals.
5.5. Develop a system of electronic databases for accounting and monitoring of populations’ condition of the alien plant and animal species, as well as evaluation of their influence on native flora and fauna.
5.6. Study the environment’s condition in ecologically unstable regions and its connection with local social-economic development.
6. INFORMING THE SOCIETY ABOUT UNESCO’S MAN AND BIOSPHERE PROGRAM AND DISSEMINATION OF ECOLOGICAL AND NATURE PROTECTION KNOWLEDGE
Objectives:
6.1. Develop general, specialized and educational courses.
6.2. Distribute scientific knowledge.
6.3. Inform society about UNESCO Man and Biosphere Program.
6.4. Conduct publishing activity.
6.5. Create video products.
6.6. Develop multimedia products.
7. STRENGTHENING THE EFFECTIVENESS OF NATIONAL MAB COMMITTEE AND ACQUIRING FINANCIAL STABILITY
Objectives:
7.1. Acquire material-technical base.
7.2. Train and improve skills.
7.3. Communicate with public and work with potential donors.
